In 2016, over 100 million eligible voters stayed home, with more than 40 percent citing barriers like missed deadlines or work conflicts. A new model, already used in states like Colorado, mails ballots to all voters and makes participation easier and more secure. Putting voters first creates higher turnout, lower costs, and more trust in democracy.
