Bio
Rayne is a technologist, legal scholar, and internationally recognized “leader saving our planet.” With a deep commitment to accelerating transformative solutions in artificial intelligence, Indigenous science, sustainable finance, and ocean-climate innovation.
He is the founder of SEASTORIA, a platform for driving a regenerative economy and society, underpinned by technology, policy, and community.
In international climate policy, Rayne served as the United Nations Youth4Climate Delegate for the United States, co-chaired the Youth Policy Advisory Council at the Sustainable Ocean Alliance, and advised the President and Government of Palau on oceans and innovation at COP27 and COP28.
Rayne’s influence is further underscored by his positions on the TED Vision Council, the Steering Council of the Ocean Risk and Resilience Action Alliance (ORRAA), and the USA board of directors for Fauna & Flora International.
He has worked at Google X supporting breakthrough climate and oceans tech for planetary impact. Rayne is also an executive advisor at the Oxford Artificial Intelligence Society (OxAI). At OxAI, he also co- developed the initiative on diversity & inclusion, and managed industry relationships.
At Stanford, he researched climate AI as a
fellow at the Stanford Human-Centered AI, and advised the Office of Sustainability and the Doerr School for Sustainability.
He holds a law degree from Stanford Law School, a master’s degree from the University of Oxford, and a BA from Georgetown University.
