Bio

Chever X. Voltmer has led Ocean Conservancy’s Plastic Policy and Finance team since 2018. She oversees work on the Plastics Policy Playbook and manages a portfolio that includes the Trash Free Seas Alliance, Urban Ocean, projects in Vietnam and Mexico, and Ocean Conservancy’s engagement in various international plastics fora. Previously, she worked at the Office of Ocean and Polar Affairs at the Department of State, where she was the lead for international marine debris issues, overseeing U.S. engagement on this issue in the United Nations, G7, G20, APEC, and elsewhere. A retired career member of the Foreign Service, Chever served overseas in Poland, Guyana, Russia, Ecuador, Bosnia and Herzegovina, Ukraine, and Estonia. She also spent a year as the Director for Central America and the Caribbean at the Office of the U.S. Trade Representative. Chever holds undergraduate degrees in economics and Russian Studies and holds an M.S. in National Security Strategy from the National War College, where she was a Distinguished Graduate.
